| 在科技期刊论文发表的过程中，期刊编辑具有一定的决策权，如果缺乏足够的外在约束与内在自律，则可能会做出失范行为，并随之可能产生刑事风险，尤其是腐败犯罪风险。以“个案－规范”范式对科技期刊编辑的刑事风险进行归纳、分析，可以管窥风险的来源：一些科技期刊编辑的法律红线意识淡薄，而相应的监管体系却较为松散。为防范刑事风险，实现科技期刊出版事业的良性发展，期刊编辑部应当建立相应的内部合规机制，期刊编辑应强化风险观念和底线思维，针对相对高发的腐败犯罪风险，践行一体推进不敢腐、不能腐、不想腐的“三不一体”反腐基准。 |

| In the process of publishing articles in sci-tech journals, the editors have a certain extent of decision-making power. If sufficient external restraint and internal self-discipline is absent, they would make anomie behavior. And this may increase criminal risk, especially the risk of corruption crime. This article summarizes and analyzes the criminal risks of sci-tech journal editors with the paradigm of "case-norm", and speculates on the sources of the risks. Some sci-tech journals editors have little awareness of the legal red-lines, while the corresponding regulatory system is relatively loose. In order to prevent criminal risk, realize the benign development of sci-tech journal publishing business, editorial departments shall establish corresponding internal compliance mechanism, and journal editors shall strengthen risk conception and bottom-line thinking. In view of the relatively high risk of corruption crimes, the anti-graft benchmark of “three nots in an organic whole” including “dare not be corrupt”, “cannot be corrupt” and “do not want to be corrupt” shall be promoted. |
