| 在国家多部委联合发文要求破除“唯论文”指标的大背景下，为尽快将卫生专业技术人员职称改革的具体措施落到实处，中国科协以推动人才评价改革为目标，依托中华医学会开发建设了中国临床案例成果数据库（以下称案例库），以在线投稿、同行评议、网络发布方式，提供具有公益属性的临床案例报告的免费发表和开放获取服务。经过3年时间的建设，案例库目前已拥有逾10万篇病例报告的文献资源，阅读量超过1100万次，为临床医生提供了丰富的学习资源和临床实践指导。案例库中运用科学的评审表单对病例报告进行分级评价，以便更科学地将评价结果应用于职称晋升过程。我们还与地方卫生健康委、医学会联合，在医院设立试点，共同探索临床案例代表作制度在地方医疗机构人才评价中应用的途径和方式。同时，通过开展优秀案例征集活动、持续关注罕见病进展、开发案例库小程序等举措，广泛向临床医生宣传和使用案例库，让医生真正回归临床。 |

| In the circumstance of the document issued by multiple ministries and commissions of the state requiring the elimination of the "paper only", in order to implement the specific measures of the professional title evaluation reform of health as soon as possible, China Association for Science and Technology has developed the Chinese Medical Case Repository(CMCR) constructed by Chinese Medical Association. Case reports need to be submitted online, peer reviewed, finally published online. CMCR provides free publishing and open access services of clinical case reports. After three years, CMCR has more than 100,000 case reports and more than 11 million readings now, providing clinicians with rich learning resources. In CMCR, scientific evaluation system are used to grade the case reports, so that the evaluation results can be applied to the process of professional title promotion more scientifically. We have also set up a pilot project in hospitals, to explore the ways of applying the clinical case representative. At the same time, through such initiatives as carrying out case collection activities, continuously focusing on rare diseases, and developing Wechat app, CMCR is widely known and used by clinicians, so that doctors can truly return to the clinic. |
