| 通过对中文学术期刊专题专刊建设现状的系统梳理，并结合对国际主流出版机构专题专刊出版管理制度的调研，探讨中文学术期刊建立规范化专题专刊出版管理制度的必要性及建设策略。以“中国卓越行动计划”二期期刊为样本开展调查，发现在190种卓越期刊中，超过半数在近两年内组织过专题专刊出版，但仅2种期刊对外明确发布了专刊出版流程或管理制度，这表明国内期刊专刊制度建设仍较为滞后。同时，通过分析Elsevier、IEEE、Wiley等多家国际出版机构的专题专刊相关政策，总结其在专题专刊提案要求及提案评审、管理流程和客座编辑职责方面的具体要求。基于此，本文建议中文学术期刊应从制定申请指南、完善评审机制、构建监督体系等方面，系统建立专题专刊出版管理制度，以促进期刊出版工作的规范化与国际化发展。 |

| This study systematically examines the current state of special issue development in Chinese academic journals and investigates the management systems for special issue publishing adopted by the international publishers. It explores the necessity and strategic approaches for establishing a standardized management system for thematic special issue publishing in Chinese academic journals. A survey of journals from the second phase of the "Excellence Action Plan" revealed that among 190 journals, over half had organized thematic special issues in the past two years. However, only two had publicly released clear publishing procedures or management guidelines, indicating a significant lag in the development of institutional frameworks for special issues in domestic journals. Furthermore, by analyzing the policies of various international publishers such as Elsevier, IEEE and Wiley, this study summarizes their specific requirements for special issue proposals, review processes, management procedures, and the responsibilities of guest editors. Based on these findings, we propose that Chinese academic journals should systematically establish a special issue management system by developing application guidelines, improving review mechanisms, and building supervision frameworks to promote the standardization and internationalization of journal publishing practices. |
