| 编辑初审在科技论文的评审流程中占有重要的地位。 针对编辑初审工作中的混沌管理及多种初审错位现象,讨论初审评价的可度量问题,建立了初审评价体系,并在此基础上提出一种层次化的初审评价度量方法。通过实例说明该度量方法在初审中的应用。 |

| Scientific editors' initial evaluation is very important during submitted-paper review. To avoid the chaos, we propose a system of evaluation. And on the basis of that, a hierarchical measurement method is designed. An example is presented to illustrate the use of it. |
