| 依据David McClellan“胜任力模型”和“冰山理论”,发展并构建了科技期刊学“编辑能力理论”,科技期刊的编辑能力是由显性和隐性能力所构成,显性能力与隐性能力比例为19。显性能力由专业知识水平、编辑知识容量和编辑职业资质所构成；隐性能力由基础层次、职业层次和事业层次3个级别的编辑能力构成,基础层次能力包括语文能力、专业能力和沟通能力,职业层次能力包括鉴审能力、公关能力、组织能力和管理能力,事业层次能力包括策划能力和创新能力。 |

| The author of this paper has proposed and developed a theory of so-called "editing ability" of sci-tech periodicals based on the "competency model" and "iceberg theory" of the American organizational behavior expert David McClellan. Editing abilities of sci-tech periodicals consist of dominant and recessive abilities with the proportion of 1∶9. The dominant abilities include professional knowledge level, editorial knowledge capacity and editorial occupation quality. The recessive abilities include three grades of ability-basic, occupational and undertaking level. The basic grade ability includes the abilities of language application, professional practice and communication skills. The occupational grade includes the abilities of examination and evaluation, public relations handling organizing and management. The highest level -regarding the editing as a lofty undertaking -includes the ability of planning and innovation. |
