| 为了适应市场竞争的要求,不断推进期刊业体制机制改革,期刊出版单位应建立系统、成熟、完善的现代企业管理制度,实行目标责任管理,树立经营意识、风险意识和市场观念；建立编辑规范化、期刊评价与质量控制制度,建设数字平台,进行数据库网络传播,以提升办刊质量；以多元化方式,开展多种经营；建设一流的期刊出版、编辑人才队伍。 |

| In order to cater for the requirements raised by market competition and constantly progressed reform of system and mechanism for the publishing industry, periodical publishing units should build mature and thorough modern enterprise management system, implement target management responsibility system, introduce senses of business and risk and strengthen market-oriented concept. The digital platform for standardized editing, periodical evaluation and quality control should be established while taking database network transmission so as to improve periodical quality. Diversified approaches should be taken for multiple management and first-class periodical publishing and editing teams should be constructed. |
