| 编辑规程和编辑规范并非2个对等概念,二者在稳定性、科学性的表现方式、文本内容方面均不同。编辑规程的基本功能有指示引导创新功能,包括把编辑素质划分为基本素质和动态素质2个部分,在写给作者的修改建议上做足文章,挖掘论文潜在学术价值,建立激励机制,体现政策目标。规程本身的指引功能能够指引创新,而编辑规程的创新性在一定程度上就等于其科学性。区别编辑规程和编辑规范,理清编辑规程的基本功能及其科学性,方能使编辑规程真正发挥作用。 |

| The author thinks that editorial procedures and editorial standardization are not two equivalent concepts. The basic functions of editorial procedures are guidance to innovation, incentive mechanism, and reflecting policy goals. And the first function includes separating editorial quality into basic quality and dynamic quality, attaching great importance to the revising suggestion, and mining potential academic value. The procedures itself can direct innovation, that is equal to its scientificity to a certain degree. Distinguishing between editorial procedures and editorial standardization and then clarifying the basic function and scientificity can make editorial procedures really play their role. |
